Labor disruption
contingency planning is a subject that is not always considered in
the normal contingency planning cycle which typically focuses on
disasters etc. However Labor disruption is, in some circumstances,
more likely than some of the higher visibility
disasters.

In a recent article, I
came across this snippet that Toronto was focusing on
specifically:
"While we are ready to
implement a contingency plan in the event of a labor disruption, we
remain positive that a settlement is very much a possibility. If a
labor disruption occurs we will work to minimize the disruption to
residents and business."
In the event of a
labor disruption emergency medical services will continue. Police
and fire are not affected by any labor
disruption.
A public information
campaign will take place to ensure residents are aware of changes to
services.
The City of Toronto has
been negotiating new agreements for several months with both CUPE
Locals and requested the assistance of a conciliator early in the
process to help both parties focus on the issues of greatest
importance.
It seams that the
possibility of labor disruption is so prevalent that there are
permanent contingency plans in place now!
